Works fine for me once I removed the cvar for alpha in the config file. I could move the position, set the size, etc.

I dont do server setup tutorials, so you will have to figure out what you are doing wrong on your own. But there are plenty of server setup guides dotted around the community - you will just have to find them and read them.
